My horde druid (Mnemoleaf) has completed the prerequisite quests to unlock Jani and I have the current M+ cloak needed. Jani does not have the dialogue option to trade the cloak in for the permanent title.
IIRC, the M+ cloak doesn’t meet the criteria, you will need to get the Heroic version.
