I earned the “Dread Sentinel’s Ebony Battleplate” set for completing Revendreth campaign. Went to Transmog to look at the set before choosing it, hovered over each of the gear which says it’s a “Dread…”.gear. But when I choose the set only two of the gear’s set has the “Dread…” gear. The rest are of something else. So I can only upgrade two pieces of gear that are “Dread…”. Why, when I choose to use the set it does not give me all of the “Dread Sentinel’s Ebony Battleplate” set so I can upgrade all of them?
I’m confused. Are you trying to transmog appearances, or upgrade your covenant gear?
You didn’t buy the cosmetic pieces off the renown vendor thinking they were the upgrades did you?
You can indeed level up all the pieces you get from the covenant quest chain. If you are missing pieces there is a vendor that sells them in your covenant hall.
It’s a full set given for completing the covenant quest chain. All the gear starts with the name of “Dread…”. But when I choose to wear the set I look like it, but only three (not two) of the gear is actually a piece of “Dread…” gear. I can only upgrade the Dread Sentinel’s Ebony Battleplate gear which I only have three of after choosing to wear the full set. Why didn’t I get all of the Dread Sentinel’s Ebony Battleplate gear? That’s my Q.

If it’s the gear you got from the campaign it’s all upgradeable. Just take it to the person that upgrades it.
Through the mirror to the lower level, take a right and talk to the venthyr beside the dredger.
Name of the gear doesn’t matter.
I tried that but the little guy would only upgrade the “Dread” gear. ???
Little guy sells the gear. Tall guy upgrades it.
Dude, I’m confused. A little guy upgrades the gear in my Sanctum. I know nothing of a tall guy or any of the NPC that sell the gear. Sorry, I’m just lost!
EDIT: FOUND THE TALL GUY THAT SELLS. LOL I’m too old for the stuff…at least some times I feel that way. I’m 74 years young. 
Are you trying to upgrade the recolors (Red, Green, etc.) of the Dread Sentinel set? Cause those are purely cosmetic they cannot be upgraded.
The default black armor set is upgradeable however, use the mirror in the sanctum to go downstairs and take the first right. Dredger upgrades them for Anima.
I guess I over thought it, but I got it all figured out. A special thanks to Erthan for the extra help.

I feel you. The only reason I even knew you could upgrade the covenant gear is that someone told me. It’s not explained in game, or at least, it’s not called out clearly or reinforced enough.
You’re not introduced to the NPCs that can do the upgrades either, and even when you want to find them, they’re really poorly placed in some of the covenants. Even when explicitly looking for the upgrade NPC in the Venthyr area, it took me 5 minutes to find it!
They need to make this A LOT clearer in the game.
