Blizz let’s the community moderate themselves. If you see someone consistently in chat saying stuff that you don’t approve of then the people in that chat must find it acceptable OR they don’t care as this video by asmongold shows if you get reported enough you’ll be yeeted almost immediately

Same as it has always been
I generally have it off because it’s really distracting and I’ll sit in trade chat for hours and laugh at what people are talking about so I have it disabled. As for selling I use EasyFilter and filter out ALL sales, boosts or normal goods because I have no interest in buying anything directly from another player, AH only.

I’ve played since BC, chat has always been rambunctious and I’m unaware of it ever being monitored
Prior to boosts becoming the most popular avenue for gold it used to be spammed with dumb stuff still but also legit sales and people LFM for instanced content, these days I dunno, some servers it is ok, like Saithis said small servers it’s fine. I play on Ravenholdt, Garrosh, Borean Tundra, and Earthen Ring and the trade chat there is always quiet because they are pretty small servers.
I’ve pretty much removed all the global channels. People find there way into all of them to talk about politics, and a couple of them in particular to spam character boosting services. I tried to keep them up as much as I could on the off chance somebody would want to do something I wanted to do, or had a question that I could answer. But, it’s not worth my sanity anymore. And, yes, it is sad that it’s been allowed to become this. There’s this one guy on my server who just types random things all day long. I have no idea what he’s talking about or what his motivation is, but I think he needs another hobby.
There’s a guy on one of the servers I play on that does that lol, all day long, ALL DAY LONG he just rambles about nothing, and usually no one responds to him but sometimes people will be like “what are you talking about?” and then they’ll have some nonsensical conversation until they give up but he keeps going
Trade stopped being the point of trade chat when Blizzard added things like enchanting vellum. You don’t need to hire an enchanter anymore, you just buy the enchant off the AH.
And the group finder tool put trade chat as a group-making function out of business. Of course, back then, people complained about trade chat being used for forming groups in the first place, so… yeah.
Trade chat really serves no purpose, at this point.
