Im a Druid in prowl, making my way to the murlocs southwest of Southshore (in Hillsbrad) while hugging the shoreline (like half in the water).
Suddenly a guard is somehow able to spot me from at least 60 yards out-of-sight over a hill, and comes charging at me 
I have a few talents pooled into making prowl more effective to the point where I can walk through mobs without detection… yet a guard from beyond my sight in a small town can see me plain as day. It’s ridiculous.
Is this a bug, or was this what classic was always like?
Or something implemented to reduce ganking of players and quest giver NPCs?
Noting you are level 26, effectiveness of stealth is reduced for enemies above your level. You could be in Prowl but you’ll be standing out like a slightly transparent sore thumb if the guard / other player has a decent level advantage over you.

Im level 30
Forums havent updated. So it’s just level difference then? If I was level 60 and in prowl they wouldnt see me?

It would certainly help reduce your chances of being caught. A level 30 might detect another level 30 in stealth if they are sufficiently close. A level 60 would detect a level 30 in stealth at at much more generous range. A level 1 would struggle to detect a level 30 in stealth even if they were standing right on top of them.
You’ll experience this when you get to STV. There are panthers in the jungle which have stealth, and you’ll probably find yourself on the unsuspecting end of a brutal mauling the first time you pass them. But as you level up, you’ll start to detect them at a distance and give you a chance to prepare.
Some NPCs also have a blue eye icon above their head which is visible when you are in stealth, to signify that they have increased stealth detection abilities. Unsure whether the Southshore guards have this. I’m also unsure whether guards as a whole have increased aggro range but that does sound plausible. They definitely seem to have a longer leash before they drop aggro, from my experience, chasing you down to lengths which seem far from reasonable!

Higher lvl npcs see lower level players in stealth. Level difference is everything.
Improved stealth just adds a few levels to your stealth. So do stealth adding items.
At 30 lvl difference they’ll see you a mile away.
