I completed this achievement and got credit for it, but did not receive the reward (Chen’s hat) upon completion. Support Team Member Oetaujoara asked me to fill out a submission here, as I am apparently not the only player with this issue.
Tour is only one of the 3 subcategories of the overall achievement, of which you must complete 2. The other 2 are Looking For Group: Kun Lai Summit, and Campaign: Kun Lai Summit. As you have only 1 of 3 completed, you have not completed the actual achievement required for the transmog.
