Touch of death, some ideas

I see a lot of unhappy ww monks about how TOD works. In pvp an pve, the skill feels clunky and there is a lot of talent points in our spec tree around TOD that are annoying to pick.

My idea about TOD comes from Dungeons and Dragon monk skill, Quivering Palm.
You spend 3 o 4 combo points to put a debuff on your target. The debuff is permanent and you can press the skill again to remove the debuff, from range, dealing damage based on how much health the target has (less life, more damage) so still works as an execute.

There are a lot of good ideas than can be implemented to ww monk from DyD or from Diablo 3 monk, to make the class more fun.
