The Talent Elemental Precision does not add any spell hit. The Crit increase does work on the Totem of Wrath.
Are you judging this by the character sheet, or by testing and seeing the miss rate?
It is normal and intended for it to not appear on the character sheet.
Was using both sheet, and then loading deja stats. The Totem correctly adds crit.
