Sometimes, I see players groan when they have to do the Tortollan emissary. It’s little wonder why. We often times have to do one of the mini games twice in a row. There are only 4 WQs on the map at one time. To top it off, some are in the most inconvenient spots away from FPs. Since removing them would cause more harm, I will opt to suggest improvements.
First, I think we need more spawn points for the WQs. The problem of flight being desired is exacerbated more with the WQs feeling out of the way to get to. I think at least 3 in Zuldazar and 3 in Kul Tiras is the minimum. 2 per zone would be ideal. Well . . . at least if the emissary is present.
Second, we definitely need more mini game variety. Need I say more with the meme, “A turtle made it to the water!”? Here are some ideas I got.

Hammer Smash Carnival game. Turtles and enemies such as Nagas appear. Turtles get a weak shot to a safe cliffside. Enemies get the power shot and die “hitting the bell”. If you mess it up, the Tortollan will comment something along the lines of, “WHAT THE HELL!” Bonus points if Blizz occasionally makes the turtles squeal when launched.

Turtle Shell Bowling Carnival Game. Throw the turtle and guide them to safety by using their spins to steer. Have enemies in the way. If you hit an enemy, the turtle stops and kills the enemy. The Player will keep trying on throwing turtles until one reaches the goal. Enemies killed will stay dead to progressively make the quest easier with each attempt.

Shoot-Out Carnival Game. Targets will come up on a scenery of whatever Blizz chooses (water, mountain, field, cave). Shoot the enemies (Nagas most likely) but leave the Tortollans alone.

The Lost Scrolls. Have an enemy group steal the Tortollan scrolls. They could be Naga, Faithless, possessed Tide Sages, Ashenvale cronies, whatever. We will need to kill 5 - 10 to get them back.

The 200 year old relic. Make some of the rares a target for having these treasures. “I simply must have this, kill hobo. Go fetch it for me, please.”

Count the WQ “Scamps with Scrolls” as a Tortollan quest. It is a Tortollan who asks you to do it in the first place, so it makes no sense why it wouldn’t count.
