Tormentors of Torghast & Wrath of the Jailer still bugged

These 2 events/quests have been bugged for many months!! Come on! Neither event pops the quest or event timer so are unable to spawn the boss and subsequently complete the meta achievement.

please fix these events, being unable to complete these events is preventing a large number of the player base from finishing the back from beyond meta achievements

This issue is still happening in late May. Please fix these bugged quests.
