I just went into a 16 upper reaches and cleared the whole thing, i went to the vendor every chance i got and tried to buy cosmetics but every time it told me “item is locked”. there was a 2h sword, 2h mace, a crossbow and 2 backpieces showing up at the first vendor.
after clearing the adamant vault i had 1200 anima and still everything was locked.
you too? vendor had 2 crossbows and 2 staves available for me, but i couldn’t buy them either. blizzard really needs to get that fixed

and it goes beyond just torghast cosmetics. those castle nathria covenant weapon vendors, my warrior can’t buy a necrolord mythic nathria gun, even though he has a mythic weapon token
Check the ilvl of the token, the tokens from the final boss are different than the others. its super stupid but i just noticed this on mage while trying to buy stuff.
Example my token was ilvl194 with the exact same name as the ilvl204 token so I could only buy the ilvl194 weapon which was the wand.
Also the vendors still have the fated raid tokens so make sure its also not that one.

Bump, having the same issue as of today. All items from the Vendor are locked no matter what 
Also submitted a ticket to Blizzard and they said there is no known issue with the items being locked??? and encouraged me to put in a bug report.
idk if this is helpful but I was told a while ago that the ‘locked’ items are supposed to be hidden when not available on that vendor, that day/run of Torghast, but instead (due to a bug I guess?) they are shown (and locked because they aren’t available on that vendor that run).
Im seeing 3 pages of cosmetics that i cant buy. I also thought the portals in torghast were supposed to be rotated every week. I have access to all of them did that change since shadowlands?

It’s not bugged, i thought it was too. To get them you must buy any cosmetic available so the ones you want will be randomly unlocked the next time.

Ran four different Torghast Wings today, saw the items available on all the vendors and all the items were still locked absolutely nothing was available to buy, it be nice if Blizzard made them available somehow but if not can they please hide them cause this feels really mean.
As of today one day later running layer 14 for the achive the items were being unlocked two items were up for grabs for the layer , sorry I have no idea why it suddenly works
