I still dont understand this. I have been farming this quest DAILY and when I go hand in the lucky coin, the satchet keys on the wall for accessing the scenario to where this drops never seem to be on the wall like they were.
At first I thought it rotated daily as per wowhead but 30 days (1 month) and still no sign of the keys? I don’t get it why? Is this just unobtainable anymore?

Do you have the artifact unlocked on that toon? I have two rogues and when I was farming the outlaw appearance I could never get them to drop. Then I realized I didn’t have the dread blades unlocked on this rogue.
I do! i have all 3 weapons unlocked and got the outlaw hidden appearance without issues. There is no way this is not bugged. 30 days?!
Then I would agree it’s probably bugged. Have you tried joining different shards to see if that fixes it?
