If everyone has the same access in the game then they aren’t being gatekept.
All you have done is post a definition you don’t understand and make personal excuses.
Everyone in the game has the ability to do normal raiding. If they “choose” not too they aren’t being gatekept.

Don’t know, I don’t do normals. Nor have I ever signed up for them in the times I used to raid.
