Probably bought your Jailer mount too. Or your guild carried you. There’s always that one dude that gets carried cause he knows someone or pays someone. Maybe offers some special incentives, looking at you I won’t doubt it. 
technically you can buy 3200 IO. Just need to buy they from the really high end players. You’ll need all 22s to get 3200. But saying that I dont see that point of buying them since you dont really get anything past 3000 IO
