So I guess the easiest way to get to trust level 1 is by making posts.
So if you want to be able to reply and talk more on the forums you might need to just make random posts to increase your post count.
Any paid account character can reply and talk as much as they want but until certain levels of trust are earned for that particular character based upon their posting history, there may be a time lapse between posts.
This is an anti-spam measure against drive-by spammers who will steal accounts to obtain spamming characters.
