Previously when starting the Legion expansion content you would talk to Holgar Stormaxe (if Horde) and see a choice to start the To Be Prepared quest or skip The Battle for Broken Shore scenario. However, you could complete the quest then still skip it by going back to him and choosing that option even after turning in the quest. The behavior was the same for Alliance with their respective NPC in the harbor.
Now that no longer seems to be an option. I just completed and quest and he doesn’t offer the choice to skip. I seem to be stuck having to start Legion on this character without the skip. This sucks.
I don’t know for sure whether this is a bug or a intentional change in functionality, but it was nice to be able to get the food/armor buffs, the ring quest reward, and still skip the broken shore scenario. I’d like to see the previous game behavior restored.

Edit2: I believe you can now complete the quest and turn it in to Stone Guard Mukar and he will give you the option to skip the scenario. However, this is not equivalent to the Alliance NPCs where you have the option to skip prior to completing the quest.
