I literally went through every single addon I have, disabling all but one and cycling through them, and pinpointed Titan Panel as the cause. This seems to be a relatively recent phenomenon, I didn't have this issue earlier on in BfA.
It's gotten annoying enough that I disable Titan Panel before doing my WQ rounds or King's Rest.
It took me time figure it out that it was Titan Panel. I really love the addon, but it has problems quite often.
