Obvious options are (mecha)gnomes, goblins. But I think there are many other races that have extensive use of tech including:
Dwarf (Dark Iron), Draenei(Light Forged), Mag’har Orc, Blood Elves, Earthen, Nightborn, Undead.
HOWEVER I think any race should be able to be tinker. Just like monk anyone can be taught how to tinker.

Pandaren have quite a bit of tech that uses the forces of gravity and wind, such as their pully system at the jade serpent statue and their extensive use of kites as a form of transportation, while its not the tech people typically think of, it is a form of technology nontheless, which could go nicely for a da vinci style tinker i think
The entire point of Tinkers is it’s just crafted stuff, right?
You’re not someone in-tune with the Light or someone who has studied their entire life to become a Mage. You’re just someone who picked up some parts and put them together. Maybe read a book or two. Trial and error.
It’s almost more of a “in addition too” type of class. What’s really stopping a Mage going into a Mech, or scrapping together some turret/drone, other than their belief that they’re better off without it?
So a race restriction makes no sense, IMO.
With that said. If you’re a Tinker you’re obligated to go Goblin or Gnome just out of respect for those races.

Magic-tech is a thing in wow because of what you stated. One class that comes to mind is Shamans. Dreanei and Goblin use technology as their totems to increase the powers of the elements.
Dreanei with crystal tech, which hoses the small fragment of the element in them and the same with the goblins. They make small totems they keep on their keychain and they turn said totems on to increase their power to the elements.
I imagine Worgen can’t sit still in their mech-armor and need to stick their heads out the window all the time.
They will use wolf based power armor that looks like Guts Berserk armor

Dranei are engineers as well.
So are Dwarves and Earthen.
I don’t care what they are…
Gnomes and Goblins are the only one I want to see as Tinkers.
You can’t see the literal race with spaceships as tinkers? The ones with holographic technology and cellphones?
That or Earthen who are the ones called machine-wardens or the dwarves who created the tram with the gnomes?
