I am wearing items on my evoker that are 680 or higher, some are TW, I was 688 during Ulduar raid and now im 646 outside of it. Bugged?
Did you equip a one-hand or offhand you looted in the raid and have an empty weapon slot possibly?

Yes it looks like you have a 1-hand mace equipped without an offhand so it calculates your ilvl with a slot missing and lowers it a good bit. If you don’t have an offhand right now, you can re-equip your 2h item in the meantime and try to get one to drop. You can craft an offhand, as well.
