Thats great and all, but what about those of us who already did the quest and got cloaks? Can we get the quest reset at least?

Don’t count on it.
Y’all are most likely out of luck. 
Customer support said to post about it here, as the devs will have to fix it since Blizzard no longer lets CS do much of anything substantial.
Reply here if you got a cloak in your timewalking cache and want it fixed.

I ran it on multiple characters, I got three cloaks and a belt. Complete waste of time.
I got a hero cloak from the Ulduar cache, although I don’t have much hope of it being resolved with something else. Might as well say it here. At least my alt didn’t get it after the hotfix. Too bad I jumped into Ulduar night one.
