All of my Timerunners are messed up. Their action bars keep resetting when I go through portals.
Can someone fix this? So I don’t have to stop to spend 8 minutes reorganizing my characters skills every time I go through a loading screen?

That sounds like a bug. Maybe part of the greater bug that has been happening in retail for awhile.
