Received loot from TW Black Temple. Prior to the raid I was ~567 item level. I received an item level 597 piece of gear and two 606-610 from the caches.
Equipped, it is now showing me at ilvl 537.

Naaru-Blessed Life Rod is a one-handed wand and your offhand is empty, so your ilevel will naturally go down. (You must have replaced a staff with that wand with no offhand to go with it.)
It has nothing to do with BC.

It happens a lot. You get a strong upgrade item and it makes you forget it’s a one-hander replacing a two-hander.
