Time to buff Noggenfogger Elixir!

I think it’s time to increase the duration of Noggenfogger Elixir - let it last longer than 10 minutes.

Patchnotes:
Noggenfogger Elixir’s buff duration has been increased to 15 minutes as well as made a toy but now incurs a 1 hour cooldown.

We should make it an alchemist recipe too with other transformational potions :eye:

If I am not mistaken, it used to be an alchemist recipe but they removed it for some ungodly reason.
