This is not applying the cool down reduction to the following spells:
Cone of Cold
Frost Nova
Blast Wave
Gravity Lapse
When used with clearcasting. Thanks.
None of those are “loss of control” abilities. They’re not supposed to reduce those.
According to WoWhead, they at one point did.

here are my finds:
It reduces the cooldown of Frost Nova, Mass Polymorph, Dragon’s Breath, Ring of Frost, Ice Nova, and Cone of Cold (with Freezing Cold talent)
It does not reduce the cooldown of Supernova or Cone of Cold (without Freezing Cold talent)
Edit:
Frost Nova, Ice Nova and Gravity Lapse are being reduced. Could have sworn they weren’t, so maybe a hotfix went through?
It won’t reduce the others, I guess, because they don’t root or incapacitate the player.
