While this world quest does show up for characters under level 70, the Time-Lost Relics that need to be collected for completion require level 70 to pick up. This makes it unable to complete while under 70.
At level 68, I was able to complete half of the WQ, getting Time-Lost Possessions to drop from mobs in the area, and the mobs do scale to my level, but I couldn’t pick up the needed Relics. Please fix it.
Same on my level 65, the mobs drop their items, but I cannot loot the Relics.
I can’t complete it on my 64 alt either.
Same. Sent blizzard a ticket and I got a response saying “look it up online”… so sick of their BS.
Same on 66. The relics specifically say that you must be 70.

Relics are still set to ‘Requires Level 70’ in order to pick them up as of 2/12/2023. (level 61 hunter) Mobs dropped the Possessions as loot, so either the relics need to have the 70 requirement removed or this World Quest should not show up for under level 70 characters.
Same problem for me on my 65 Evoker.
Still an issue. Can get the items to drop off the mobs, but the relics on the ground says requires lvl-70.
I’m surprised the WQ even shows up or that the mobs scale down.
Yup, still an issue. Items require level 70 so I can’t do it on my level 67
69 Alliance Paladin, ditto.
68 Alliance Hunter. Was looking forward to a trinket upgrade but can’t loot half the required items. 
Same on my level 67. I wanted that trinket! 
I just ran into this bug today 2/25/23 leveling an alt at 68. The WQ is there for me at level 68 but the relics require level 70 to take.
Lol, just ran into this on an alt. The mount of bugs in this expansion are truthfully epic.

Wanted to confirm yep, I’m having this issue too on a lvl 63 alt. Seems like an easy fix, letting the artifacts be lootable for characters under lvl 70. Hopefully, this gets fixed soon, sad to miss out on a trinket upgrade…
My friend confirmed this yet again last night while trying to do this WQ while leveling her hunter. Blizz, either fix these bugs or disable this WQ, seriously, you guys can’t be this incompetent.

Having this issue on my characters as well. Disappointing, as the trinket would be a nice upgrade for my boomkin.
