Just killed Ragnaros in Firelands in the Timewalking queue and his chest did not contain Time-Locked Cinder, which is required to hand in the quest.
Same here, my guild JUST killed Rag and could not complete this
Ditto. No one in my raid received the Time-Locked Cinder after defeating Rag. Unable to turn in the Timewalking raid quest.
Ragnaros despawns when killed and doesn’t leave his hammer behind to be looted. Killed it twice with the same result: No cinder.

For people who’ve posted here- submit a ticket. I submitted one after not looting it and luckily got a GM response this morning which mailed me the missing item.
Same, just finished and no quest item. Submitted a ticket so fingers crossed.
I had to do this for Black Temple recently with the same type of item not dropping.

My wait was 12 days at first, but updated to 1 day 18 hour in the in-game display so that is much more reasonable. However, I submitted the ticket in-game yesterday and it never actually went through, so I had to redo it on the website this morning.
Edit: I already got a response and the item was in my mail Only about a 3-hour turnaround time.
As an aside, for those who get the item in your mailbox via ticket, the quest will tell you to go to Crystalsong Forest Dalaran, and have a ? there with no NPC, but you will need to go to 49, 37 in Orgrimmar in the middle of the Cata portals and near the TW vendor to turn it in to Vormu.
This is incredibly frustrating. I just got some automated “check wowhead, check your add ones, blah blah blah” response to my ticket and they marked it as “answered”.
EDIT: Sent a re-open response directly linking to this thread and it got solved almost immediately.
Did you put in a generic ticket or a “loot problem” ticket? Sometimes when ticket times are high they send a generic response as default to weed out common issues. I would click the option to say you still have an issue or reopen as a loot problem if you didn’t already. For a loot problem ticket, put “time-locked cinder” as the item, your character name and server will go in the drop downs, then in the description say you can’t complete the disturbance detected quest because nobody was able to loot the quest item, but you have credit for the kill.
That was lucky. I submitted a ticket and got a response that I won’t always get loot off of M+ bosses. Hoping they will answer my response before Tuesday reset.
