No it is not. Normal Raiding Teams and Heroic Raiding Teams are two entirely separate groups.
The criteria for being a Heroic Raider is having killed a Heroic boss. Just like the criteria for being a Raider is having killed a Raid Boss. You don’t count until you are actually trying to do the thing.
With your logic… you count every player even if they haven’t killed a normal boss. Otherwise you are cherry picking.

100% of the problems in raiding normal and heroic can be solved by Getting better at the game. No nerfs are needed. Gear is the only nerf that is needed.
If we only had dev resourcres to fix this garbage. Nerf his HP and make his stacking debuff on form change apply in some factor to orbs and seeds too, so its not just a cheese fight. Enough that seeds just 1 shot you if you do the cheese.
they’re not going to change the fight. They didnt change how General Vezax was on 25 hardmode. When people outgeared the fight they had to literally stop dpsing for upwards of 1-2 minutes for the saronite vapors to all spawn and coalesce before killing the boss. This was heavily complained about and it was never changed.
Hmm what would people say if they waited until 75% of the 6/7 Guilds go 7/7 before applying the nerf.
Realistically if they aren’t able to do H Baleroc by now they is no way they are getting H Rag in any reasonable amount of time. Likewise is they have gotten H Baleroc is is likely just a matter of time before they down H Rag.
Probably would argue for sooner… but the holiday roster boss is a real thing.

When people are talking about heroic boss kill metrics they go off if you have killed a boss on heroic. Because there is a difference between a Normal Raider and a Heroic Raider. You can’t count people not doing the content when talking about kill metrics. Which is what you are trying to do. Just like when/if we get LFR you can’t count people doing LFR in the metric when talking about normal kill metrics. They are different.
When you compare Normal kills, you use Normal raid difficulty. When you compare Heroic kills/progress, you use Heroic raid statistics. Please explain your reasoning as to why normal kills influence heroic progression.
Yes, we are, but that doesn’t change that the holidays happened during Firelands. So despite it being what Week 11(?), for most it is likely Week 8 or so prog wise.
