Time anomoly will not proc at all?

I am specced for time anomoly but I’ve never seen it once go off? How come?

It only triggers while in combat now, but it does indeed proc. Just remember that when it procs it’s random what you get (depending on spec). So as Frost you’ll get Icy Veins, Flurry, or Time Warp procs, but keep in mind there’s not much to differentiate Anomaly Flurry procs vs. regular Flurry procs.
