A friend and I killed Blackhand in Blackrock Foundry yesterday, 3 tier/quest tokens dropped, as did the staff. I wanted to give him the tier/quest token for his class and the staff. We traded the staff fine, but if either of us tried to put the tier/quest token into the trade window it cancelled the trade and closed the trade window.
We know it wasn’t a loot eligibility problem because we’d been trading gear all raid and were able to trade the staff from that kill. Submitted a ticket to see if it could be manually resolved and they advised this as an unknown bug and suggested we put it on the forums.
The item in question was the Essence of the Iron Conqueror token, one of each token dropped, all for characters who could not use them (there were characters on all 3 tokens in the group), none of which were allowed to be put into the trade window.
I had this problem last week with a friend. As soon as you open the trade window, it closes automatically. The item doesn’t even go in the untradeable slot like most gear that can’t be traded. At the time, I thought maybe it might have to do with the fact that we were cross faction, but you didn’t mention whether yours were or not. This was the only item we had issues trading.
We were all horde faction, so it wasn’t a faction conflict, and the 2 trying to trade were also on the same server.

Thanks for adding that info! We were on the same server group, although on different servers.
Update, got another ticket response: the tier tokens that grant quests are considered quest items now, and cannot be traded. I would hope they’ll then address this by not assigning them randomly, maybe have them able to be rolled off? It’s frustrating that you’ll essentially never be able to do that content in a group and distribute the tokens that only work for specific classes.
