It’s kind of misleading, but I think they’re talking about the tier TOKENS. I just tried Molten Core and lawbringer legs dropped. I did NOT get the appearance and they are soulbound on my Warlock. I have no idea if this is intended or not, but I would definitely like some clarification.

I feel like they overlooked the 2 or 3 expansions that had tier sets that didn’t drop from tokens.
I was excited to run Antorus to farm the sets I didn’t get, but realized later that I can’t learn the druid piece that dropped on my paladin.
If the tokens are warbound, then these pieces should be, too. Just let us learn them via vendoring like we can greens, or just by having them in our bags.
Blizzard has confirmed what I said and will be adding this fix in a patch
