Tier list are mostly silly. You could be S tier playing a specific comp into a comp that you counter, but C tier going up against another comp.
Tier list are mostly useless and misleading, imho.
A spec or comp bad into a lot of the specs or comps currently being played makes it a weaker spec/comp in the overall current meta of which these tier lists are generally made for.

I’ve done this before 1400 tier list. It was pre these patch changes though so Ret moves up rest be about the same. Maybe move rdru up.
I think you need to move Blood DK to B tier, people are getting 2600+ rating in Solo shuffle and 3’s on them.
I would add A tier to the S tier, minus the fury warrior and most of your tier list is probably accurate.
Are BDK’s really a noob slayer spec? I dunno. More melee at 1400 too so team ams less valuable, if a 1400 player even has it bound.

Because in any game the top 0.05% are the top 0.05% because what they play has the highest chance of winning games due to having the highest damage, cc or healing.
For solo shuffle this season play DH, RDruid or BM Hunter. Rest of the tiers don’t matter.

If we are talking ease of playing, I’d rank them in this order. With as few buttons as possible, how rewarding is each spec.
A lot of this depends on builds to. Like Enhance could be A-B tier for ease IF you were playing a Stormstrike build. I’ll assume you’re playing the ‘best’ build of each.

I think tanks all around are gonna be a problem after the last patch.
People are just playing to oom the other healers.
I really dislike rot compe etc…
That being said I might try out tank spec.

I think there’s 3 probable reasons
(1) Meta doesn’t matter at lower ratings
(2) Blizzard (and, by consequence, they) profits off rerolls and time spent in game
(3) It’s fun to learn what the pros are doing

I play around 1500-1800 rating. I have multiple classes I use in PVP. I play for fun and don’t have many addons. I will lose to the worst combination of classes and beat the most S tier classes in my matches. Why? Everyone below the pros make all these mistakes and don’t play optimal. This allows any strategy to work really. So I don’t think they make tier lists for normal wow players because there is none. I lost to a resto shaman evoker in twos the other day at like 1700. I also beat a resto druid sub rogue in the opener at 1700. (I main disc and just pug random dps).

Also, Blizzard profits off them saying what the elites are playing because then everyone thinks they will just do better if the reroll and spend time/money playing a new spec. I guarantee I won’t get over 2k if I switch to resto druid/sub rogue in twos. But it keeps people playing and hopeful they will do better. Which honestly, isn’t bad for anyone involved.
(3) It’s fun to learn what the pros are doing
It’s fun to learn what and why pro people do what they do. Not just video games, or games in general. People have so much interest in the successful person’s reasoning. Lol it is probably a lot less appealing to hear why an 1800-200 player makes their talent choices compared to the elites.
