Are Tier 4 delves bugged ? I don’t have the option to select Tier 4 from the drop down menu. I’ve done a tier 3 and have a 572 ilvl.

As it tells you when you try to select it, you have to wait until the season starts.

we play the waiting game because Blizzard is waiting for slow people that play 1000000 alts to be ready to start actual playing the real game.
