I just faction changed as well for the allied races on Alliance and I can confirm with a previous comment that if you go see Magni in the Chamber and complete the Titans inspection in the chamber then Hearth to Dal and port to Stormwind Tides of War will work.
Just did faction change same issue, easy to resolveā¦ Head to Heart of Azā¦ turnin and pick up quest. Go back to area and you will have the correct phase
So,
I had the exact same issue inc server/faction change and bug starting Tides of War quest, couldnāt attend the war council.
FIX was I went back to the heart forge and had a quest hand in to Magni āWhere the heart isā. After handing in that quest to magni i returned to stormwind and attended war council without issue.
For future reference, you could buy the cloak from the guild vendor that has an on use of teleporting you to SW, there are 3 available with different CDās ranging from 2 to 8 hours, and can use all 3 of them separately from each otherās CD. Helps in a lot of situations to be able to port to SW 3 times within an hour lol. I end up using them almost every day on my bank/prof toon.

I just faction changed my hordie to alliance pre-launch of shadowlands and I also had quite a bit of trouble. Before requesting my transfer, I finished up all overtly horde quests, but left my Legion class hall and Magni quests.
I was able to do the part with Wrathion, but not the Tides of War until I went and visited Magni at the Heart again. As soon as I came back, the quest and all the NPCs were correct.
