I am trying to start tides of war, but upon entering where everyone is supposed to be at in the room everyone just disappears and the room become empty, also i can see the king and the rest of the posse in the throne room but i am unable to talk to anyone of them besides the quest giver for the twilight shore quest

do you have the quest?
or are you trying to pick up the quest?
if you’re trying to pick up the quest, talk to Hero’s Herald near the Hero’s Call Board in the Trade District.
if you’re phased and only seeing another quest, just complete the quest to put yourself in the right phase.
if you have the quest “An Unwelcome Advisor” in your log, abandon it.

2: im not seeing any other quest the npcs are just not spawning in

Im having this issue too. I have the quest but no one is in the room to have the war council with.
Normally I wouldn’t care but I need to get to Zandalar to do the Ironfoe quest for allied race stuff.
For what its worth, I just recently faction changed to start unlocking stuff for the cross faction guilds as I will probably move a few characters alliance.

Got it figured out. If you see Magni in the keep anywhere, you have to do his quests. Once hes gone, go back to SW and you can proceed.
