Tidecaller Nezara and her Nazeshi Tidebraker buddy in Dreadpearl Shallows do not scale. They’re just max level mobs with huge aggro ranges wrecking any new player who happens to get anywhere near them.
I can agree to this. Stealthing as a rogue, she was able to aggro me pretty far away. Her and her big bodyguard do scale to level.
