They would need to add a slow 2.6+ version to be hunter viable. Tanks shouldnt need it as much as before as AOE and TPS is much higher than Era.
Its a toss up between fury war and rogue for me
100% still think tanks will still go for it as some tanks AOE threat vs the higher damage is questionable. Rogues still struggle with aoe, and even warriors. So I think it will still likely go to a tank first, but that tank could be anyone of those classes.

i FORGOT to add pally tank too, what about pally.
guild lead > rogue tank > warrior tank > fury war > sword rog > hunter > prot pal imo, this is for prio for “most use” or who would benefit most according to meta specs
rog tanks will be s tier meta in p5 with TF+domo

I’m 100% going for it as a Warrior Tank because it is my destiny.
The answer is very simply going to come down to your most consistent player who wants it and feels they will get good use out of it. The debuff makes me want to lean towards tanks that prefer fast weapons. However, we cannot even finish the quest yet and have no idea what is being done to change BWL loot. It might not be BiS for every class/spec that thinks they want it now. It’s best viewed as a trophy and not as an upgrade at this point.
Tank rogue forsure.
