I flew from Durotar to Thunder Bluff manually, and when I got there all the NPC vendors, bankers, etc were missing. The guards and fluff NPCs were still wandering around though. I was the only one in the city if it matters, I’m guessing it’s some kind of phasing bug?
Sounds exactly like a phasing bug. Do you have a possibly relevant high level quest in your quest log? There are also some BfA quests that will block you from accessing an earlier phase if you are eligible to do that quest, even if you haven’t taken it.
No quests that seem relevant, my log is just full of really really old Cata and earlier stuff I never cleared. The city worked fine last time I was there a while back.
Edit: Relogged and it cleared up, weird.
Edit2: Just wanted to add, something similar happened in LK Dalaran today, except this time I got stuck reading my map and couldn’t log out. All I could do is run around and hold my map. I could see messages but I don’t think mine were visible. Had to ALT+F4 to quit.
