They usually do three tiers per expansion.
Only exceptions were wrath and bfa at 4 tiers and WoD with 2.
And no raids are not equal tiers.
Although the amount of bosses per tier has been pretty abysmal but blizz likely is downscaling because raid participation has been dropping for years vs m+.
Pretty sad at the low raid boss count in DF with them confirming this is the last raid.
- Shadowlands was a cut-back three raid expansion.
- BfA had four (Uldir, BoD, EP, Nyalotha)
- Legion had four (EN, Nighthold, Tomb, Antorus)
- WoD had three (Highmaul, Blackrock, HFC) (two tiers but the tier system wasn’t as formal then - it’s still three raids)
- MoP had five - Mogu’shan Vaults, Heart of Fear, Terrace, ToT, Siege of Orgrimmar
- Wrath had four - Naxx, Ulduar, ToC, ICC
- TBC had four - Kara/Gruul/Mag, then SSC/TK, then BT, then Sunwell

Not all raids are tiers
If you can’t understand that then who cares what you say.
When I say tier I say tier not count of raids.
Remember tier 4, 5, and 6 in tbc?
Tier 7, 8, 9, and 10 in wrath?
Tier 11, 12 and 13 in cata?
Tier 14, 15, and 16 in mop?
Tier 17 and 18 in wod?
And so on.

EN+Trial of Valor+Nighthold is the same tier.
Highmaul+BRF is the same tier.
MSV+HoF+ToES are the same tier.
If you’re gonna lump Kara+Gruul+Mag and SSC+TK into the “these are the same tier” category you have to be consistent.

No, because I excluded the small raids except TBC’s first set of raids and how things were viewed was a lot different then.
If all you fanbois want to bend over backwards to a trash tier expansion with a whopping tiny amount of content, go right head, but I stand by what I said - the worst expansions were the ones with the fewest raids. WoD, Shadowlands, Dragonflight.
Three tiers is not a “tiny amount of content”. Three raid tiers is very much standard.

Why are we talking about tiers? OP said raids, and yes, 3 raids an expansion is garbage.
Because people have erroneously conflated all raids at being tiers. When three tiers per expansion has been the standard.
A more significant thing to complain about would be raid boss count.
legion had 40 bosses
Bfa had 39
SL had 31
And well DF is 26.
Is fine. If the expansion is being release every 18 to 20 months. They can also do a fated raid in S4 so people can try different class/spec and get a feel if they want to change mains. I love S4 easy gear, get to try different spec and go ham.
Just wait until the next three “expansions” are really just standard patch content with a $70 tag.
