Sorry, classic andy here. Whatever happened to this talent? Looking through my spell book on retail and can’t seem to find it. Funny enough, I was able to find Might of the Frozen Wastes though xD. Is Frost now also a 2H spec? Would be very saddened to hear this as both Blood and Unholy play 2H so Frost having the identity of being the dual wield spec always stood out to me and is what brought me too it.

The effect is innate to Frost now and just apart of the baseline design so no talent or passive necessary.

With this tier’s available tier set and weapon options, yes. This really isn’t a given tier over tier though. It’s really just Shattering Strikes and Breath of Sindragosa builds that are forced to DW, builds that run Obliteration+Long Winter and spec into active spells with the rest of their points are pretty much purely 2h dominant. Depending on the tier set and available weapons, DW and 2h flip flop tier over tier. Sets like Dragonflight S2 and S4 heavily pushed 2h by incentivizing a build that has no synergy with a dual wield setup.
My understanding is that both are currently viable for Obliteration builds (that could change in the future based on tuning, in Dragonflight 2H was strictly better for Oblit builds), while Breath builds are still exclusively DW.
ToT was just baked into the spec long ago.
It became baked into your ability to DW in Legion, That way, you didn’t have to take a talent for dw to actually be viable. They gave us back Might as a lot of us were upset to be forced into a single weapon type when before we had the ability to choose.
As of right now, the balance between the two styles is pretty good. You’re not going to see a whole Lotta variance outside of Higher end endgame content. So pick whichever type fits your fancy, or you get the best weapon drops for
ToT didn’t make DW viable. It was the best option. MotFW didn’t even make 2h worth anything until Highmaul.
They gave back might not because the option wasn’t there, it was because the option was garbage without MotFW. 2h was sooooo far behind that the people that were spewing “2h was always better” and the others just saying “we just want the ability to equip a 2h” changed their tune and had to ask for more and more and more and continue to do so to this very day.
Where is Nerves of Cold Steel? People talk about the imbalance between 2h and DW runeforges so where is the DW passive? Let’s make it offhand damage and Frost Strike damage is increased while dual wielding.
ToT was baked in because it was a DW spec. It was actually baked in back in MoP when the talent system changed.
