Warlords of Draenor was the last expansion in which every type of gear dropped in its Dungeons/Raids.

Technically, yes, if you’re 111+, but actually no if you’re 110.
WoD dungeon loot worked kind of uniquely as it was a new system for at-level and up to 110 (It would ONLY drop personal loot, and if you solo’d them every boss was guaranteed to drop something you could equip), from what I recall, it just defaulted to the “old” system when you reach 111+.

That said, it might be more prudent to farm them on geared 110s if you want a specific item. It’s what I did.

(Actually, maybe the loot system started in MoP, but I don’t think so)

The “old” system I mentioned isn’t actually old, but was applied to anything the player is 11+ levels higher than halfway through Legion. You might remember that getting mog in old dungeons was basically impossible in the patch before that change, with WoD being the exception because it was only 10 levels out, and functioning by WoD loot rules.

Dungeon Loot Timeline:

Vanilla’s Original loot system - one item drops off a boss.

WoD loot system - chance for one item to drop, guaranteed to match your spec, chances decrease from 100% for every other player present.
If soloing, you have a 100% chance to get an item matching your spec. With 5 players, roughly 20% chance.

Legion introduces a system to replace the Original loot system, making it better for leveling players, but AWFUL for farming old loot in anything 11+ levels below you. It was kind of like WoD’s system, except that loot was not guaranteed for soloing. It was the worst time to farm dungeons in all of WoW’s (recent) history. You had a very minuscule chance of getting what you wanted, and an impossible chance for other items you could have farmed before.

Legion tweaks the system a patch later, now anything 11+ levels below you drops two random boss drops, regardless of your spec. This is the current “old” system for things 11+ levels below you.

He’s not talking about legacy loot, he’s talking about gear slots.

In Legion, no weapons dropped (barring special things like Taeshalach, which were rare and not even viable as weapons, since they were just for transmog), because we had the artifacts. In Battle for Azeroth, no necklaces drop, because we have the Heart of Azeroth. Warlords of Draenor was the last expansion where every slot could be a drop.

But hey, at least we can still get necklace drops from timewalking! That 385 ilevel necklace is surely an upgrade to the Heart of Azeroth and the game knows it!
