Did they change it? I just bought all the rings and trinkets and necklace on my level 70 alt, my main unlocked them all but not my alt. I saw people complaining about this before so was surprised.
This was a recent hotfix that allowed alts to purchase the neck, rings, and trinkets from a vendor at the Infinite Bazaars once the achievement was unlocked on the account.
