I do! I use them a lot, actually, especially on beast races who might also have tails and carry weapons or shields on their backs. It reduces a bit of the clipping madness but still lets me have a cloak.
Never understood the really tiny ones, they just look silly. I’ve used the split ones before on characters with tails, but otherwise I either use long ones that match my mog, or don’t use any at all.
I use the hami-down cloak, which is barely a swath of fabric, on my shadow priest because she is small enough that is looks natural and it is small enough that I can still see and enjoy her mog and it matches perfectly!

I hate those capes with the split in the middle, looks like it got caught on a nail and split in two.
And those mini capes are no good. They look like a handkerchief being worn on the back. I hate the way they look. HATE. I, too wondered:
“Why are these tiny capes in the game?”
I like the longer cloaks. Or different stuff like the tombstone or treasure chest or back pack.
The tiny capes, nah have no need for them that goes for banners and flags.
I do like the backpacks, but a few people do use the tiny capes.
I hate those too; I don’t see anyone mogging those.
I don’t use those weird cloaks 99% of the time, preferring the full length cloaks.
I wish these cloaks had some new animations with them so they rippled behind you when you were running full speed, for example.
I sometimes use the mini-capes if there is a chest mog whose front I like but not the back, but I don’t want to use the full cloak look. Also with my monk I’ve found that back mounted weapons can clip with the longer cloaks, the shorter cloaks don’t.
I use the shorter (like half or 2/3rds legnth) ones some, used to have a pattern of using those for agility-based melee, but seem to have gotten away from that mostly lately. Don’t like the usual split capes, but I think the recent dragon wing like ones are pretty cool. I’ve made use of some of the really small ones for a mog occasionally, though.
Mostly prefer the long, wide ones, though.

There are some nice shorter capes with newer models that I like, at least. Like Darkfeather Cape.
But the ones that are just tiny triangles with no other shape or definition to them? Yeah, nah, those are hideous.
I personally hide cloaks and helms.
