The issue is the devs themselves have said que sync is not against the rules. So everyone can do it w.o any worries.
Until blizzard devs say otherwise is pretty much moot.
And your right, a hardware ip band would take care of most of those issues but until que sync goes into against the rules is pointless.

Exactly, they don’t say anything, because they know there’s no way they can possibly control it. If dude’s in discord with his brother all night who lives on the other side of the country and he’s like, imma que an epic and his brother ques with him, how are you going to control that? You’re not. And dude and his brother are both in 5 man groups… Now you’ve got 10 heavy hitters in a “premade” full of solo pugs getting their heads caved in screaming — “Omg!!! This is for sure a 40-man premade and they’re using advanced software to pull this all off!!! That’s why we’re getting rolled like cookie dough!!!” — 
Two people queueing together is allowed. Exploit is not. You’re not a good pvp player, trying to imply that everyone is just bad outside your “community” is pure delusion.
So you’re down with cheating then… Good to know… Two people queing together (while each in 5 man groups) is what 90% of the premades do and nothing more.
