We just need to keep voicing our concern to the Blizzard DEV so they can make some meaningful changes. Demon Hunter had gone through this for a long time.
What spec are you currently using? Templars HOL is not correctly scaling or has a hidden nerf. Try herald its damage is better than you think. Hope this helps.
