I dont think Bolvar has ever done PvP once in his life. He never used any CCs, didnt use any DK grabs, and didnt even use Wraithwalk when he was rooted.

Bolvar sat on that frozen throne so long afking, rather than actually bothering to learn how to play a DK, that Bolvar didn’t know that there’s a weapon specialization difference between the specs, but by the time he realized this mistake (if at all) unfortunately had already entered combat and his fate was sealed. A rookie mistake… Should have gone Unholy, especially against a Hunter…
…Literally all he could do is auto attack and remorseless winter which is exactly the what we saw Bolvar do in the cinematic…

Bolvar only became the lich king in the first place because he acknowledged the disposable position he was in. Nothing about his entire existence ever implied skill in the same sense we have with someone like Sylvanas, Thrall, or Saurfang.
He had a heck of a lot of willpower to survive Arthas’ torture, though. But still, not on the same tier even remotely as Sylvanas, even in Warcraft 3 before she actually died.

Gameplay mechanics also don’t equal lore, though.

Also you’re forgetting that’s due to him getting the Might of the Alliance buff by being within city limits 
It’s no different and similar to the buff we as players get when we enter ICC unless we talk to Varian to remove the buff.
The Alliance empowers all with it’s might.
It’s quite simple .

I mean, he was manipulated by Onyxia. It’s not even an insult, his role really was being a chump. (I love him btw don’t get me wrong)
And Sylvanas has Varimathras chilling in the Undercity…
Lore is he has a helm connected to the Shadowlands, and she has a major ally giving her powers straight from the maw in the Shadowlands. Same thing with how she one shot Saurfang.
Naw… what really happened is Bolvar stopped playing/progressing after WotLK and twinked his DK at level 80 then attempted to face off against a level 120 player. No level scaling is going to close that gap. Hence why all his attacks ‘missed’ or were easily ‘dodged’. just like when a low level attempts to hit a high level mob/player, their attacks “miss”, “dodge”, “parry”, and/or “block”
