They should’ve gave Raszageth a visage I think that’s part of why she’s a boring big bad, Just an angry Dragon you can’t really see her emotions.

Visages are more than likely a perk of being a titan-blessed dragons. Proto-dragons are clearly inferior due to their tiny arms and (apparent) inability to take a humanoid form.

Question is, how do you know she doesn’t and simply doesn’t use it? Why would she? What purpose would it serve? Especially as she hates the mortal races

To be fair, I think the only emotion she has is ‘Really Mad’.
To expand on this seriously, I don’t think Primals have access to Visage magic like the Aspect based dragons. They probably haven’t even considered communicating to mortals, which is why Visage magic was even invented.
They prefer, y’know, killing them. Without words.

When you beat her on mythic she turns into sylvanas. Spoilers I know, I’m sorry, deal with it.

Incarnates likely think themselves beneath taking a visage for the convenience of mortals.

Unsure if its actually been brought up in lore anywhere so I’m spitballing here, its most likely an aspect (heh) of the titan’s empowerment of the dragonflights, and since Raszageth is a naturally primal drake, won’t be able to manifest a visage.
She should be angry. a visage form would make her look weak and pathetic. While a visage would be interesting to see, it would ruin her as a villain.
Also it makes no sense for her to take the form of one of the titans creations.

She could use it to mock us like “lOoK aT mE i’M a MoRtAl” Then do something dumb.
Her Visage form is a Devilsaur.
