There needs to be account-wide powers

Similar to Heirlooms, but with Spells and Abilities. You can choose to enable them or disable them, with some being zone-based.

Some examples:

Achievement-based:

Clearing Uldir would net you Reorigination Array (From Azerite, times three) for all toons only in Uldir, with “Analytical Array” for World Content/M+ in Battle for Azeroth.

Paragon levels-based:

A Paragon Level is a level gained after reaching 120. It would be displayed as “Level 120 (1) X Race Y Class”.

An example of a paragon spell/ability:

“Disastrous Decay”: Your Damage Over Time spells have a chance to apply Disastrous Decay, dealing X damage over time. When it expires, grants 10% X Resource. Does not refresh, but stacking enables 20/30/etc.,% X Resource on expire.

Active example:

“Chaos Rainbow”: Shoot a rainbow at your enemy or an ally, dealing X damage or Y healing. Slain enemies explode, dealing Z Chaos damage to all nearby enemies. Slain enemies from that effect deal half as much damage, reducing by half potency until it stops. Can swap targets while channeling. 5% X Resource, 5 second Cooldown. Base is 3 second channel.

If you earn a paragon level on one class, you can learn something from their toolkit on another class that would make sense.

Some examples:

“Restless Turmoil”: Spending Resources has a chance to lower the cooldown of all cooldown-based abilities by 1 second. Learned from giving Paragon levels to a Rogue.

“Chaos Rainbow Nova”: Unleash your inner rainbow, stunning all enemies for 2 seconds and dealing X damage. Learned from giving Paragon levels to all classes, but especially Demon Hunters.

“Annihilation Cannon”: Arch forward and shoot from a cannon attached to your back, dealing X damage to all enemies, leaving a debuff that deals Y damage upon expiring. This debuff stacks to 30 times. Learned from giving Paragon levels to a Demon Hunter. If the Demon Hunter is using this, the animation is Eye Beam’s. It’s actually Eye Beam given the old Legion debuff.

“Glacier Nova”: Your spells and abilities have a chance of causing a Glacier Nova, dealing X Frost damage and rooting the target in place. If other enemies are stacked onto the target, they take additional damage and are rooted in place for longer. Taking damage breaks the root. Learned from giving Paragon levels to a Mage or Death Knight. Frost Mages gain Ice Lance damage on these targets.

“Foresight”: If you cannot cast while moving, this ability can trigger from spells and abilities, allowing you to do so for X seconds. Learned from giving Paragon levels to all classes, but Warlocks especially.

Long story short, the playerbase needs more power and more options. An account-wide non-rental system of gaining power. The examples listed above are a few of many more to come.

You can choose what buttons you want on your bars. It’d be a solution to both pruning and button bloat at the same time.

(I also kinda wish content was not tuned around this. Let people have their fun. PVP can be resolved by buffing the powerless’ raw output, later experimenting with brackets based on powers earned to see if it works.)

SWTOR had a similar system installed and it did ease the process of leveling new characters and such. I really liked their system, even though it still had its issues.
