Since Titanforging was introduced, Blizzard’s stance has been that players should always feel as if content should have the chance of providing a reward. I don’t think there’s much pushback on that philosophy. The problem is that some content stops being rewarding, or is no longer worth the possibility of a reward, when all other content can be equally rewarding. Why do mythic G’huun when you’ve already gotten mythic gear from heroic (this is also a reason why prestige rewards are necessary for doing the hardest content in a world with Titanforging).
Corrupted will not fix this problem. I do not know if it will make it better or worse; I just know it will not fix it. If a piece of corrupted gear is better than not, then people will pray for corruption. Better is always better. If not, then the system is effectively worthless.
There is nothing wrong with a Titanforging system giving people good gear. The problem emerges at the margins, or where content is being done solely because of the possibility of Titanforging. A heroic piece of gear from a world quest? Groovy. A mythic quality piece? Not so much.
If the goal is to reduce power disparity by creeping item level up through randomness, then say that’s the goal and embrace it. If the goal is to keep content evergreen, then the current system (including corrupted) does not work because it disincentivizes challenging content and encourages repetitive content.
