Theorycrafting solutions for XPOFF / XPON

I generally support your suggested changes, but they unfortunately won’t work as expected if done in a vacuum. Without corresponding modifications to the leveling experience as a whole, all this will do is make the resulting unified queue as empty as XP-off queues are today. I don’t believe anybody wants that.

The only way this will work is if it’s a single prong of a multifaceted leveling revamp.
