Bring back Templates/Scaling for low lvl PvP

I absolutely agree that twinks ruined the PvP experience for leveling players. But, instead of separating twinks into broken brackets that will never house a BG, how about Blizzard just reintroduces templates or scaling below level 120? That will decrease queue times while giving everyone a level playing field. I did not turn off my xp to crush undergeared players.
