So I am trying to start this quest, but it won’t let me talk to Archdruid Hammul Runetotem. I am currently level 120. Can anyone help? I’ve tried researching this issue but there is nothing on google with this problem. Thanks in advance. I’ve been trying to get help but no luck.
did you do all the required quests beforehand? also, the quest says its keeper remulos that starts the quest
Can always just try manually flying there I suppose.

There’s a lot of phasing issues going on. Just showing up in Nordrassil won’t make it happen. Remulos might be there but not talk to you, or not be there at all.
The most likely case is that the OP missed something in her class hall.
Talking to Remulos fixed it. The addon for the quest didn’t mention that NPC at all so I didn’t even know about him.
